Region 15: Orange

Jack was born in the state of New York. He is married with two children and three grandchildren. Jack received his Bachelor’s Degree from Franklin and Marshall College and his MA and Ph.D. Case Western Reserve University. Jack is currently a professor of Sociology at the University of Fullerton. Jack’s career includes Chair of several academic Departments; Associate Vice Chancellor of the CSU; Associate Vice President, Cal State Fullerton (CSUF); Director of Faculty Development (CSUF); Chairman of the Academic Senate CSU and Chair of the Academic Senate at CSUF (5 terms).

He has been President of Fullerton School District Board of Trustees (K-8) and is currently President of the Orange County Board of Education. His positions with CCBE include Secretary Treasurer, Vice President and currently President – Elect. Jack is also President of the Fullerton Civic Light Opera Board of Directors. Recently he was selected as Outstanding Faculty member, College of Humanities and Social Sciences, (CSUF).

Lynne Craig
CCBE President - Elect
Region 18: Riverside
Lynne and her husband Robert are both Californian’s, “born and raised”. They have been married 27 years and have four children. Lynne and her husband work together as directors of a senior community center and are very active in preserving the dignity of senior citizens.

Lynne has been a member of the Riverside County Board of Education for seven years, serving as Vice-President and Board President. Lynne served 17 years as a volunteer for PTA including Vice-President of 23rd District PTA. She currently serves on the Advisory Board for First Five Riverside, Riverside Child Care Consortium, and a CSBA delegate for county boards in Region 18. Lynne’s experience with CCBE includes chairing the By-Laws committee, serving as a member of the Board of Directors and now as Vice-President. “I feel blessed to serve the children of California and the County Boards of Education.





Cathie Bustos
CCBE Vice - President
Region 10: Madera

Cathie Bustos has been a member of the Madera County Board of Education since 1998 and has served as Vice-President. She is the California School Boards Association delegate for Region 10 and currently chairs the Federal Government Relations Committee for Congressman George Radanovich and Senator Jeff Denham.

Also active in her local community, Mrs. Bustos was appointed to serve on the oversight committee for Madera Unified Schools District’s Measure “T” transportation bond initiative. She was part of the Measure “U” bond oversight committee that funded completion of Madera South High School campus.

Mrs. Bustos was elected Vice-President of the California County Boards of Education (CCBE) at the California School Boards Association Annual Education Conference held in San Diego, California November 29 through December 1, 2007.

Cathie and her husband David have 3 children attending Madera schools.

Susan Hartley
Immediate Past President
Region 17: San Diego
From 1992 – 2003 Sue served as a school board member in the San Dieguito Union High School District. During her service to the boardshe served on many committees, community groups and foundations. Also, she was board president for three years and served as chairman for the Legislative Action Network, which is a group that brings stakeholders together, agrees on a legislative platform for the district and lobbies legislators. In March of 2002 she was elected to the San Diego County Board of Education. As a result of her election to the County Board, she received the Rising Star award from the National Women’s Political Caucus in September of 2002.

As a county board member Sue has become involved in the California County Boards of Education (CCBE) and the California School Boards Association (CSBA). As a member of CCBE, she has served as Director of Region 17, chair of the Legislative committee, Vice President, and President –elect. Sue is a former elementary teacher and community volunteer. She and her husband Don have been married for 35 years and live in the La Costa area of Carlsbad. They have two children, Jon and Jessica. Jon is a graduate of the University of Puget Sound and has an MBA from Cal State San Marcos. Jessica has a degree from Williams College in Massachusetts and is currently working in non-profits.

Ray Peterson
CCBE Secretary-Treasure
Region 3: Sonoma
Ray has been a member of the Sonoma County Board of Education for 12 years and has served twice as Board President. Past activity in CCBE includes being a member of the legislative and awards committees. Ray is currently CCBE secretary/treasurer and a member of the Executive Committee. Active in political advocacy for education and youth, Ray serves CSBA as a member of the Delegate Assembly and as a legislative chair.

Received BS from Cal State Hayward and an MBA from Golden Gate University, San Francisco. Ray served on the adjunct faculty of Golden Gate University conducting seminars on Accounting and Management information systems. Retired after a 30 year career in finance and information systems has included positions as:

-Director of Financial Accounting for Pacific Bell
-Division Manager, Accounting Standards, Bell Communications Research
-Chairman of Board and founding CEO of D.E.A.F. Trust, a $20 million trust that provided telephone service to deaf customers
-Member of the Accounting Standards Committee of the Institute of Management Accountants.

He is the author of Accounting for Fixed assets, 2002 published by John Wiley & Sons. This book is the first comprehensive work on accounting for property, plant and equipment.

A Commercial Pilot and Flight Instructor, Ray volunteers with the Civil Air Patrol, managing an aviation youth program, for Cadets 12 to 18 years of age, who are introduced to flying education.

Sara Wilkins
CSBA Director-at-Large, County
Region 10: Madera
Sara’s experience as an elected board member dates back to 1974. She has been a member of the Coarsegold Elementary Board of Trustees, Yosemite High School Board of Trustees, and currently a member of the Madera County Board of Education. Sara has been a member of the CSBA Delegate Assembly since 1998 and is currently serving County Boards as the CSBA Director-at-Large.

Sara is also recognized as an active community member. She is a Commissioner with the First 5 Commission. She has been active in the American Heart Association, the Eastern Madera Chamber of Commerce, Coarsegold 4H Club, Soroptimist International and the Community Hospital Foundation Board. She has also the recipient of the Madera Chamber of Commerce Educational Leadership Award. In her spare time she composes personalized pieces for retirements, etc.

                  

Diana Narvaez
Director
Diana Narvaez serves as the director of the California County Boards of Education. She brings great enthusiasm and energy to the organization and is focused on broadening CCBE's work across the entire education community to continue making a difference for students. Crucial to this effort is CCBE's collaboration with CSBA and CCSESA in order to advance the collective mission of county board members.

Prior to joining CCBE, she worked as a Legislative Analyst for the San Francisco Unified School District and also served as an advocate with the leading education lobbying firm, School Innovations & Advocacy. In her capacity as analyst and advocate, she provided detailed analysis and implemented legislative strategy on K-12 public school issues. She was also responsible for monitoring the State Board of Education and California Commission on Teacher Credentialing, authoring comprehensive updates on the actions of both bodies. In 1996, Diana worked in CSBA's Governmental Relations office and prior to that, served as an Intern for Governor Pete Wilson. She has also worked for private sector companies such as Verizon Wireless, managing corporate accounts.

She earned her Bachelor's degree from University of the Pacific where she completed a double major in international studies and Spanish with a minor in Political Science and completed studies abroad at the Universidad del Salvador in Buenos Aires, Argentina. Diana also holds an MBA from the University of Phoenix.
