Overview

Perhaps the greatest factor affecting the ability of the state's students to master California's rigorous academic standards is the quality of the teacher who delivers classroom instruction to the student. Compounding this critical concern is the shortage of qualified teachers, particularly in the state's lowest-performing schools. Issues such as teacher recruitment, distribution, preparation, and induction continue to impact the supply and retention of qualified teachers. While the state has recently increased efforts to attract teachers from both conventional and non-traditional sources and to more effectively prepare teachers, the promise of these efforts has yet to reach most school districts.

Focus on CSBA Activities

CSBA makes policy recommendations to assist state-level policymakers in sustaining and building on current efforts to attract, place, and retain highly qualified teachers for California's schools. CSBA also monitors all state-level activity governing reforms in the teacher certification process and professional development opportunities, providing assistance to districts and counties in accessing resources to implement the various reforms and programs.
